 Also not my area, and I don't speak for Tor Project Incorporated.

 However, here are some documents that have just been released which might
 interest you:

 A draft social contract, which will likely undergo some minor revisions:

 It's worth noting that the other documents mentioned in the social
 contract are currently being worked on, and will be released around
 September.

 Various Tor Project Incorporated policies were also sent out:

 I'd also encourage you to search the Tor website for the documents you've
 requested. Many of them are publicly available.
