Comment:

 This is the _first_ building block for the entire HSDir support. I'm
 submitting a request for review so if we are satisfied with it, it will be
 the first commit of the upcoming branch for the entire implementation
 (#17238). It might change slightly as we add more commits but the bulk of
 the work is here:
