 I've pushed a (large) number of fixups to the fallback whitelist to the
 branch as operator replies continue to trickle in.

 One operator withdrew a fallback that was on the actual fallback list. I
 have pushed a fixup after rebuilding the fallback list. 11 fallbacks on
 the list changed (another turns up in the diff, but is just a reordering).
 It's good to see the list is stable, even though I changed 14
 whitelist/blacklist entries.

 It's worth noting that the ''smallest'' relay on this list could be able
 to handle the entire expected client load itself - it currently serves
 2-3x the expected load from all clients. The largest relays could each
 handle the entire client load easily.
