 Here is my template for the operator-specific emails:

 Subject: Help Tor - Become a Fallback Directory Mirror

 Dear Relay Operator,

 Your relay(s) can help tor clients reach the tor network by becoming a
 fallback directory mirror.[0]
 These mirrors are hard-coded into tor's source code, like the directory
 authorities.
 We already have 30 fallback directory mirrors, but we'd like to have
 around 100.

 Please reply to this email to opt-in the following relays as fallbacks in
 tor's 0.2.8 release:

 <Insert Specific List of Relays Here>

 You relay will need to have:
 - the same IP address(es) and ports for at least 2 years,
 - the same relay identity key for at least 2 years,
 - good uptime (at least 95%), and
 - good bandwidth and network connectivity (we estimate an extra 5TB per
 month[2]).

 Please feel free to add the details of other relays that fit these
 criteria.
 You can also opt-out if you know your relay will be changing address or
 identity key.

 We already have 30 fallback directory mirrors, but we'd like to have
 around 100.
 We're keeping the opt-ins and opt-outs submitted so far - no need to opt-
 in or opt-out again!
 (I've tried to avoid emailing relay operators who've already opted in or
 opted out.)

 If you're interested, here's some background to this request:

 Nick Mathewson sent an email in December[1] asking relay operators to opt-
 in as a fallback directory mirror.
 In January, I sent an update asking operators running under-utilised exits
 to also opt-in.[3]

 The latest list[4] of candidates was generated earlier today from
 scripts/maint/updateFallbackDirs.py in my branch fallbacks-201604-v3 on
 [5]. (This branch has some bug fixes compared to what's in master.)
