 0030765e04d8dfe3dfaf8124b01a4d578b7d8ceb appears to be the commit that
 messed this up; looks like I did the merge wrong. (at first glance)

 LibreSSL doesn't have SSL_get_client_ciphers, so I'd guess we only need to
 test OpenSSL 1.1?
