Comment (by teor):

 Updated the `make-test-network-all` branch to exit 1 if any test report
 (.trs) file contains "FAIL".

 It's best if this branch is merged with `retry-test-network-on-failure`
 from #16952.

 Since this script runs 7 test networks, it could run for a maximum of
 around 20 minutes.
 Typical runtimes are around 20-30 seconds per script, or 3 minutes total
 for the 7 test networks. (Failures take longer due to retries.)
