 asn reports that chutney-generated torrc files contain multiple
 TestingDirAuthVoteExit lines.

 This is confusing and makes chutney hard to use. We should only have one
 entry for TestingDirAuthVote{Guard,Exit,HSDir} in each chutney-generated
 torrc file.
