 I've merged mike's `netflow_padding2` torspec
 [https://gitweb.torproject.org/user/mikeperry/torspec.git/log/?h=netflow_padding2
 branch] because it includes statistical changes documenting developments
 in the corresponding code, and I believe that reading a short
 specification which actually matches its corresponding code will make life
 easier for reviewers. Please let me know if I erred in these assumptions.
