 Hmm.  I'm trying to figure this out.  Would you have time to write me up a
 case or two, step-by-step, with the expected and actual behavior?

 IIRC, my  intended behavior was something like this: Whenever it receives
 a sighup, Tor should reload the signing key if it can.
