New description:

 The metrics team would like to experiment with having a (public) team
 mailing list.  That list would be for announcements or discussions that
 don't really affect other Tor folks than the metrics team members.  It
 could also serve as "staging area" for discussions that can then be moved
 to the large tor-dev@ list.
