Comment:

 This is a core tor issue. IPv6 bootstrapping is not yet implemented.

 Tor doesn't currently:
 * ship with IPv6 addresses for any authorities
 * parse IPv6 addresses if provided
 * connect to IPv6 directory addresses if available

 I'm working on the first two of these in #8374, and the final one requires
 #15775 (fallback directories) for load-balancing, #4483 for reliability,
 and then the actual code changes to use IPv6 directories when available
 and the client supports IPv6 (#17281).
