 Hi atagar, excited to learn that you're setting up a metrics-lib
 development environment.  Your patch makes sense.  I'm just thinking about
 adding that section to the new CONTRIB.md file that I drafted in #13166.
 The idea would be that contributors would find everything they need in
 CONTRIB.md whereas application developers would have their own user's
 guide that still needs to be written.  (That one would only list Apache
 Commons Compression as dependency, because JUnit is not required for using
 the library.)  Mind if I move this to #13166?
