 This is cycling way too fast for it to be a relay trying to position
 itself in the HS ring since well you need 96 hours at least to be able to
 get HSDir flag.

 That being said, it SHOULD be removed from the consensus since this is
 clearly a mis-configured relay or crazy tor-ramdisk reboot loop that is
 spamming us with new descriptors.
