 Hi lovely dirauths. The relay at 67.173.119.40 is rapidly cycling its
 fingerprint at the rate of twice an hour (aka, 5,184,000 times per 30
 days). This is likely an attempt to get a privileged position in hidden
 service hash rings, and warrants a Reject clause.

 Unfortunately rejection requires a lot of coordination, hence the ticket.
