Comment:

 Please see my branch `feature15775-fallback-v6`, which will need to be
 merged with #4483.

 #15775's fallbacks are less reliable than authorities, so we need #4483 to
 try more connections.

 And if #4483 is merged without #15775, it will increase authority load.
