 A user reports finding the most recent tor binaries for Windows in
 https://dist.torproject.org/torbrowser/5.5a3/tor-win32-0.2.7.2-alpha.zip

 In https://dist.torproject.org/win32/ , the latest version is 0.2.4.23.

 Can we:
 * make sure any compiled versions of Tor for Windows end up in
 https://dist.torproject.org/win32/
 * Remove old versions from https://dist.torproject.org/win32/
