Comment (by mikeperry):

During the meeting today we discussed a couple possible ways to handle
 this:
 1. Make the zoom a global browser property instead of a per-tab one, so we
don't have different tabs in the same window with different zoom values.
With this change, we may be able to handle resizing upon zoom, but this
may still have linkability issues due to #13875.
 2. Make the zoom reset itself when you navigate to a new site. It
currently applies to the current tab only because we set
browser.zoom.siteSpecific to false. If we also make it reset upon
navigation, then the linkability issues here should be eliminated, and we
should not have as much of a need to resize the current window upon zoom
at all. This may be the simplest option.
