 make it more unlikely to have descriptor fetch failures because of natural
 churn.

 We also reduce churn in the list of HSDirs, which seems like a good thing.

 I wonder if having only stable HSDirs might allow us to switch from 6
 HSDirs to n<6 HSDirs in the future.
