 That change in Tor is indeed the reason why the Atlas graphs look strange.
 In fact, this has already been changed in Atlas' data back-end Onionoo,
 but I only deployed that a few hours ago.  It may take up to one day for
 this change to become effective.  Please try the
 [https://atlas.thecthulhu.com/ Atlas mirror] where I deployed this change
 weeks ago.  Closing, because I think this is already fixed.  Please re-
 open if it's not.
