 Hrmm. I think the blue question marks as text without an icon were just
 making us look confused, as if we didn't know what our own UI was supposed
 to be doing. :/

 In mikeperry/bug_9387_v10, I removed them and changed the bold sentence at
 the top to encourage mouseover instead, and made sure every option has a
 mouseover:

 If you like this version, or even if you make some minor tweaks, I think
 you should just push it to master ASAP, so that the strings are available
 for translation for the weekend.
