 I agree a one-time ribbon is the best way to notify users about it.
 Better, it's in line with current GNOME HIG.

 Now, I would appreciate it if a pref allowed to disable this one-time
 ribbon, or if it was only displayed post-upgrades: otherwise, Tails users
 will see it every time they boot Tails and start Tor Browser, which would
 be a bit annoying.
