 The vision I had was to add something on the “about:tor” page. E.g.

 {{{
 Current security level: low (compatible with most websites)
           What is it?
 }}}

 Clicking “current security level” would bring you to the slider panel
 where the level can be adjusted. Clicking “what is it?” would open a page
 from the manual.
