 Yes, although it involves patching tools/update-
 packaging/make_incremental_update.sh in the Mozilla code. Look in that
 file for requested_forced_updates and add the path of the file you want to
 always overwrite. Adding a line like this might work:
   requested_forced_updates="$requested_forced_updates Browser/.desktop"
 It does not matter that file does not exist on Mac and Linux; the
 requested_forced_updates list is only checked if the file exists in the
 complete MAR file associated with the newer version of the browser.
