 Quick question: the hidserv-rend-relayed-cells has a noise value added
 that can be negative. Can the overall value be negative? A negative cell
 count doesn't make sense so I'm asserting in stem that it is positive.
 However, this seems like an edge case where it's easy to have a bug so
 seemed best to check.

 If it's always positive then great, feel free to resolve.
