 I am not sure what the prompt should look like, but hopefully we can use
 Mozilla's Prompt Service, a notificationbox, or another existing prompt
 mechanism to add this feature.  The harder part will be modifying
 Torbutton to receive the HS_DESC notifications and associating them with
 the correct browser tab.
