 You're completely correct that it is a complicated sentence which needs
 rewording. (Particularly for translations to languages different to
 English with respect to clause⟷predicate relations when multiple
 infinitival non-finite subclauses are present.)

 To me, this new sentence makes it sound like:

     "The instructions for ''entering bridge lines'' are on the Tor Browser
 download page",

 rather than

     "The instructions for ''downloading and starting Tor Browser'' are on
 the Tor Browser download page"?

 We've had bugs in the past where users went to the download page, then
 started Tor Browser, then went to BridgeDB in another browser, then (since
 "Step 1" on BridgeDB says to do so) they downloaded Tor Browser, then
 repeat…  I'm under the impression that I'm supposed to be ''super''
 explicit about ''which'' instructions on the download page are referenced,
 otherwise we apparently send memory-poor finite state machines into
 infinite recursions wherein they fill their hard drives with identical
 copies of Tor Browser.
