 Not really sure where in normal usage I would know to add my own rule to
 force an encrypted connect, except possibly in the case of a site that I
 own....

 But, being able to add an exclusion, to avoid having to resort to
 disabling the ruleset entirely, would be more useful.

 Also, an easy way to delete a user rule would be useful too.

 Plus something more obvious/less confusing that listing user rules under
 "Stable rules" but showing that its a "user rule" only by hovering over
 it.
