 See branch `bug16697_027_01`.

 Let's get rid of `set_max_file_descriptors()` being used to get the max
 sockets by the control port.

 Downgrading this to `normal`, this warning only happens if someone asks on
 the control port for the number of max fds (like arm (nyx)).
