 So starting a hidden service with `SETCONF` won't work at all in sandboxed
 Tor, but starting one with `ADD_ONION` should because it doesn't touch the
 filesystem?

 I want to make OnionShare use `ADD_ONION` in the future [1], but I need to
 wait until Tor 0.2.7.1 is in Tor Browser before releasing it.
