 A relay operator asked for the ability to reset the state file's
 `AccountingBytesReadInInterval` and `AccountingBytesWrittenInInterval`
 values.

 While a workaround is to edit or delete the state file, perhaps command-
 line arguments `AccountingSetRead` and `AccountingSetWritten` could be
 useful.

 `AccountingEnableDirPort` override.
