 Let's create a new mailing list for non-technical project issues not
 covered by a more specific list.  One example would be to announce Vegas
 team meetings.  Sending those to tor-dev@ might be considered noise to
 people who are mostly interested in development.  This new list would be
 open and archived like tor-dev@ is.

 Thoughts?  If there are no objections, I'll ask our sysadmins to create
 such a list tomorrow.
