 Hi Nick. Minor-ish thing but in working on Nyx just realized the NEWDESC
 event is too imprecise to be useful...

 The trouble is that it merely says it's triggered by 'getting a
 descriptor'. But descriptors include a very wide array of things: server
 descriptors, extrainfo descriptors, microdescriptor, router status
 entries, and maybe even hidden service descriptors.

 I kinda suspect this event is just triggered by server and
 microdescriptors, but the spec should say. :)
