 dgoulet - do the following issues qualify?
 #8902 - Rumors that hidden services have trouble scaling to 100 concurrent
 connections
 * It's not really a rumour any more, I can replicate it using chutney
 #16524 - Don't vote HSDir if we aren't voting Valid
 * I'm not sure this is relevant, unless the researchers' relay gets
 flagged BadExit or similar
