Comment (by teor):

 The NRL are considering combining HSDirs and IPs for the one-ion project
 (client-only anonymity). This is in addition to shorter onion service
 paths to HSDirs, IPs, and RPs.

 We could either backport (well, back-design) this part of proposal 224 to
 the current HSDirs and IPs, or wait for proposal 224 to be active on the
 public Tor network.
