 We could put that requirement into our ReleaseProcess document. Should not
 be too much overhead as we need to change Tor Browser related versions
 anyway every time we do a new release.

 I think I'd prefer the above idea. Otherwise this would leave a 6 week gap
 (worst case) which is probably pretty confusing to users.

 Dunno. Pointing `version-win32-alpha` to "0.2.6.2-alpha" would at least
 give a functional expert bundle with an alpha tor. I am wondering if the
 "Expert Bundle" by definition should include the latest alpha version
 instead of a stable one.
