 Another question for dgoulet, regarding the declaration of "X-Or-Diff-
 From-Consensus" as a static const char* in directory.c - makes sense, but
 others like "X-Desc-Gen-Reason" don't do it. So I'm guessing that this
 should eventually be fixed for all of those static strings?
