#14058: Reconstruction of obsolete Mozilla patch logic

Comment (by michael):

Although there's no patch as promised against vanilla ESR, lets close this
 marked 'wontfix' for two reasons:

 1. The
 [https://trac.torproject.org/projects/tor/attachment/ticket/3246/msvb3246-d006262_a2.patch
last patch] attached to motherbug #3246 met the '''rebasing''' (against
Tor Browser) requirement and mostly met the '''consolidation'''
requirement as well. '''Analysis''' was conducted and documented in
 motherbug #3246 which
 [https://trac.torproject.org/projects/tor/ticket/3246#comment:22
 determined a state of failure.]

 2. Rebasing against Mozilla codebase (like ESR31) is possible but useless
to test. Compilation fails due to missing dependency on the unbackported
 '''ThirdPartyUtil API.'''

 == What to test ==
To validate the spirit of motherbug #3246, testing should be conducted
using deliverables of #14059 (additional requirements which incorporate
patch code associated with this ticket.) We want to test more than the
 rebasing of a
 [https://trac.torproject.org/projects/tor/attachment/ticket/3246/msvb3246-d006262_a2.patch
 flawed patch.]
