 It's not an issue except insofar as various tools might expect directory
 authorities to have only one address.

 This situation came about because China blocked the directory authorities,
 and when I was doing an upgrade on moria, I decided to move the bootstrap
 IP addresses:

 I left moria1 advertising the old address in the consensus, in case there
 are censors who grab the relay list, blacklist it all, and figure they've
 solved the Tor problem from then on out.

 That sort of censor isn't our biggest worry these days. But still, it
 can't hurt to leave it as-is, yes?

 Another tiny side benefit is that if there's some massive accidental DoS
 by either "established clients" or "relays or bootstrapping Tors" but not
 both, then I'm already partway to separating the flows.
