 There's something broken with logging in
 `update_router_have_minimum_dir_info` as well, because of the rate
 limiter, stale logging information is printed because the snprintf doesn't
 end up being called.  This should probably be fixed because seeing
 everything set to 0, is misleading and annoying as hell.
