#14717: HTTPS Everywhere extension for Chrome - the main icon never renders; it's

The top level, main icon for HTTPS Everywhere, which is supposed to show
up with different colors/states, NEVER renders in the address bar. It's a
completely invisible/blank spot in the address bar. If I click there (just
to the left of the bookmark star), then I do get the menu opening
correctly. However, I NEVER see the actual icon to tell me the different
states its in for this site.

Note: I have installed the HTTPS Everywhere extension for Chrome multiple
times and this is a 100% repro. This has been happening for months, over
multiple versions/updates of the Chrome browser.

From a quick review of the user comments in the Chrome extensions store,
it looks like other users are having this problem too...
