 I think with TBB 4.5/obfs4proxy, the only PT that this affects will be
 fte, so it doesn't matter much.  This naturally assumes I merge my
 scramblesuit obfs4proxy branch by then (which I should).  I'm open to
 being convinced otherwise, but fighting python packaging/deterministic
 build issues isn't all that fun.
