Comment:

 This is the behaviour we expect:
 * any client request, such as opening a new page or refreshing an existing
 page in Tor Browser, should cause Tor to retry connecting. If this isn't
 working, please reply to this ticket with your Tor log.
 * Try "New Tor Circuit" and "New Identity" if that doesn't work.
 * (Restarting your Tor Browser will also do this, but it shouldn't be
 necessary.)

 We're working on it:
 * In 0.2.8 / master, #4483 should make this slightly better, as will
 #17158 when it merges (they both retry connections for around 20 seconds,
 regardless of whether earlier connections fail)
 * In general, this is a hard problem to solve, see for example #14124,
 #17543, #2149
