 I put it in ORHEADERS, like ciphers.inc is in COMMONHEADERS in
 src/common/include.am.

 I made the above change, updated the whitelist and blacklist comments to
 include IPv6 ORPorts (oops), and removed some test data in comments in the
 whitelist and blacklist.

 I squashed it down to a single commit in
 `feature15775-fallback-v9-squashed`.
 (I can't see the point of multiple commits for this script.)
