Comment (by teor):

 * When checking options, fail (REJECT) if ClientUseIPv4 is 0 and
 ClientUseIPv6 is 0
   * Also fail if no addresses are reachable, that is, the user has
 configured the equivalent of: "Reachable*Addresses reject 0.0.0.0/0,
 reject [::]/0"
