Comment:

 There's a lot of comments here, and don't change your great plan just
 because I'm writing this, but: if you don't have a great plan, maybe we
 should close this one as wont-fix and instead focus on getting the
 fallback directories to be able to do ipv6, and then on shipping with a
 set of ipv6 addresses in the fallback directories? And that list could
 include the ipv6 addresses of dir auths if they want.
