I'm trying to package ooniprobe for Archlinux and I had successfully
uploaded a working package at
https://aur.archlinux.org/packages/ooniprobe/
With the new 1.3.1 release I get the following error when trying to build:

It seems something has changed in `setup.py` and can no longer use the
build tools provided by Archlinux.
Do you have any idea how to get past this? Thanks.
