Comment:

 I do not see how the locale can end up in the user agent string that is
 sent with HTTP requests.  See:
 http://mxr.mozilla.org/mozilla-
 esr31/source/netwerk/protocol/http/nsHttpHandler.cpp#574

 First, general.useragent.override is set, so that value will be sent.  And
 even if it was not, since Firefox 4.0 the locale has not been included in
 the UA string that the browser generates.
