#15653: "IEEE (partial)" rule breaks ieeexplore.ieee.org

With the "IEEE (partial)" rule in HTTPS-Everywhere 5.0.2 enabled,
http://ieeexplore.ieee.org breaks in two different ways:
- Searching for a paper in Google Scholar, for example
<http://scholar.google.com/scholar?q=voas+fault+injection+for+the+masses>,
yields links like
<http://ieeexplore.ieee.org/xpls/abs_all.jsp?arnumber=642820>. But when
clicking that link, IEEExplore redirects to a "your browser does not
accept cookies" error page
<http://ieeexplore.ieee.org/Xplore/cookiedetectresponse.jsp>.
- Searching for a paper within IEEExplore works fine, but clicking on
the "Download Citations" link on an article page does not do anything.
Both problems do not appear with the "IEEE (partial)" rule disabled.
