 There seem to be some issues with our hardening flags. GCC does not like
 `DEB_BUILD_HARDENING_FORMAT`. Binutils on x86_64 needs `--disable-werror`
 if we stick to 2.24 but fails, as 2.25 does, with
 `DEB_BUILD_HARDENING_PIE`.
