New description:

 Mike and the Tor Browser team are still doing weird contortions to upload
 new Tor Browser releases to www while keeping current Tor Browser releases
 on www too.

 The latest attempt (to upload (4.0.6 and 4.5a5 while leaving 4.0.5 and
 4.5a4 in place) resulted in some time where the download page gave a 404:
